Addressed C. in C. India repeated War Office and C.in C. Pacific War Office pass all addressees.

Relayed telephone report considered accurate from officers who escaped from Hong Kong on 9th Jan states troops in concentration camp at Kowloon and being reasonably well treated. Civilians allowed to move about Hong Kong town by day without undue interefence.

American report from Phillipines states British and American subjects in Manila confined in concentration camps where living conditions reported to be bad. Please inform General Moberley Red Cross.
